Education Policy Fellowship Program

Michigan's Economic Outlook

During this seminar the Fellows will have an opportunity to explore the status of the Michigan economy, some of the key trends and indicators that are used in making fiscal projections, and the economic forecast that the new Governor and Legislature will address in January 2011. In addition, during the 2010-11 program year the Fellows will participate on a Learning Team and gain experience working on a collaborative policy or leadership project. Each Learning Team will be responsible for planning a future EPFP session on a topic selected by the participants. During this session the Fellows will review and propose topics, establish diverse cross boundary teams, and develop strategies for effective team participation.

Dr. Eric Scorsone
Senior Economist
Michigan Senate Fiscal Agency

Dr. Eric Scorsone is the Senior Economist for the Michigan Senate Fiscal Agency. His responsibilities include preparing economic forecasts for the U.S. and Michigan economies, estimating future State Government revenues, estimating the potential fiscal impact of proposed tax legislation, and evaluating tax policy issues. Prior to joining the Senate Fiscal Agency Dr. Scorsone served as an Extension Specialist and faculty member for State and Local Government in the Department of Agricultural Economics at Michigan State University. Prior to coming to Michigan, he served as an Assistant Professor in the Department of Agricultural Economics and Director of Kentucky Rural Health Works at the University of Kentucky, Economist for the Colorado Governor’s Office of State Planning and Budget and as Senior Economist for the City of Aurora, Colorado. He received his Ph.D. in Agricultural Economics from Colorado State University in Local Public Finance and an M.S. in Agricultural Economics from Michigan State University. For his undergraduate training, he received a B.B.A. from Loyola University of Chicago. Dr. Scorsone’s extension and outreach education work focused on assisting communities in the areas of state and local public finance, local government service delivery, intergovernmental agreements and strategic planning. Dr. Scorsone has provided formal training to county, city and township officials in the areas of intergovernmental cooperation, public finance and budgeting and general government. He has also worked on international development projects in Macedonia, Indonesia and Thailand.
