The Role of Local Control in Public Policy

During this seminar the Fellows will have an opportunity to examine the historical roots of the home rule and local control policies that continue to exercise such a force in our state. During the second part of the program we will begin to discuss learning team projects.
Dr. Eric Scorsone
State of Michigan
Dr. Eric Scorsone is serving as Senior Deputy State Treasurer in the Michigan Department of Treasury and oversees the Bureau of Local Government, Bureau of State and Local Bond Finance and Bureau of Higher Education Services. He is on a leave of absence as Associate Professor and Director for the Extension Center for Local Government Finance and Policy at Michigan State University.
Dr. Scorsone has been widely cited on state and local government finance issues in Time, Washington Post, Bloomberg, Reuters, Wall Street Journal, NPR, NY Times, and other media outlet. He is also a co-editor of the recent book entitled “Handbook of Local Government Fiscal Health” from Jones Bartlett released in 2013.
Prior to coming back home to Michigan, he served as an Assistant Professor at the University of Kentucky. He has also served as an Economist for the Colorado Governor’s Office, as Senior Economist for the City of Aurora, Colorado and Senior Economist for the Michigan Senate in 2010. Dr. Scorsone received a Ph.D. from Colorado State University, M.S. from Michigan State University and B.B.A. from Loyola University of Chicago.
