Education in a Global Context

American children do not do well in mathematics or science from an international perspective. In international tests we usually perform below the international average and well below that of the top achieving countries. What we have also learned is that this is strongly related to the schooling they receive. It is American schools that are failing our children. We need to provide them with coherent, rigorous and focused goals taught by teachers with deep subject matter knowledge who also can relay this to students.

William H. Schmidt received his undergraduate degree in mathematics from Concordia College in River Forrest, IL and his Ph.D. from the University of Chicago in psychometrics and applied statistics. He carries the title of University Distinguished Professor at Michigan State University and is currently co-director of the Education Policy Center, co-director of the US China Center for Research and co-director of the NSF PROM/SE project and holds faculty appointments in the Departments of Educational Psychology and Statistics. Previously he served as National Research Coordinator and Executive Director of the US National Center which oversaw participation of the United States in the IEA sponsored Third International Mathematics and Science Study (TIMSS). He has published in numerous journals including the Journal of the American Statistical Association, Journal of Educational Statistics, and the Journal of Educational Measurement. He has co-authored seven books including Why Schools Matter. His current writing and research concerns issues of academic content in K-12 schooling, assessment theory and the effects of curriculum on academic achievement. He is also concerned with educational policy related to mathematics, science and testing in general. He was awarded the Honorary Doctorate Degree at Concordia University in 1997 and received the 1998 Willard Jacobson Lectureship from The New York Academy of Sciences. Dr. Schmidt was recently elected to the National Academy of Education.

This session will expand the EPFP fellows' concept of the skills needed for effective school leadership and the Intentional Development of School Leaders. While "education leadership" can be described broadly, for the purposes and time constraints of this presentation, the group will focus on the principalship.  The presentation will examine the role of the principal today through a combination of narrative, interviews, articles and data; to identify the particular challenges facing a school leader in the current context of state and national priorities, mandates, and policy.

The Reauthorization of the ESEA Legislation

During this seminar we will examine the process for the reauthorization of the Elementary and Secondary Education Act (ESEA) and how the proposed changes may impact Michigan education. We will also receive an update on the upcoming National Assessment of Educational Progress (NAEP) assessment of technological literacy and what this means for future technology programs at the state and national levels. Another discussion topic will include high school to college preparation and the "readiness issue," a topic that has become central to several proposed federal funding formulas.

Dr. Sharif Shakrani is a professor of measurement and quantitative methods and co-director of The Education Policy Center (EPC) at Michigan State University (MSU). His work with the EPC includes providing key audiences in the education policy system with access to timely, credible, non-partisan policy research and analysis. His research interests include analysis of the effects of national and states accountability systems on student achievement; use of research in setting educational policy; impact of national efforts to enhance student’s participation and achievements in mathematics, science, and technology education; and alignment of standards, assessment, and pedagogy. His areas of expertise include Assessment and Testing, Measurement and Testing, and Quantitative Research Methods. Before coming to MSU, Dr. Shakrani served eight years as the Deputy Executive Director of the National Assessment Governing Board in the U.S. Department of Education. He was responsible for technical and policy direction for the National Assessment of Educational Programs (NAEP). He has also worked for the National Center for Education Statistics in the U.S. Department of Education, where he guided the design of federal educational assessments. Prior to his work at the federal level, Sharif worked at the Michigan Department of Education, where he was responsible for K-12 general education curriculum assessment and was instrumental in revising the Michigan Educational Assessment Program (MEAP). He has provided technical advice in the area of large-scale assessment to the states of California, North Carolina, Florida, Louisiana, and Oregon. His Ph.D. is in educational measurement from MSU, where he also earned his M.A. in measurement and evaluation after earning his B.S. in mathematics.

Dr. Shakrani has worked extensively with the U.S. Congress and the U.S. Department of Education on several key testing, measurement and evaluation initiatives and he served as a member of a study group to recommend changes to the NCLB Act. The group studied problems encountered in fulfilling the Federal reporting requirements, issues of testing and assessment, reporting, and the Adequate Yearly Progress (AYP) procedures. Input from these studies will help inform policy makers in the process of the reauthorization of the NCLB Act. Dr. Shakrani served as a member of the education policy transition team which worked on behalf of both the Bush Administration and the Obama Administration.

Devolved Government: ReImagining Public Policy Partnerships

During this seminar we will examine a new public-private partnership, Michigan Saves, that has been created to promote energy conservation in Michigan and help reduce the state's energy footprint. We will explore how and why this new public policy initiative was established and examine the thinking behind the launching of this ambitious effort outside of state government. What are the implications or possible advantages of this adopting this approach to restructuring other areas of public service? Is this example of devolved government a model of policy development and implementation for the future?

Jeff Williams is senior vice president for technology and public policy at Public Sector Consultants. He advises the firm's clients on technology issues and supervises the firm's internal and external information services and staff. Mr.Williams also conducts research and analysis on health policy and education issues and supervises PSCs public opinion and stakeholder survey research. He has been with the firm since 1991, serving first as an administrative assistant for survey research, then technology consultant, and then senior consultant. Prior to joining PSC, Mr. Williams was a program officer at the Midwestern Higher Education Commission. While at the commission, he provided staff support to the Telecommunications Committee and assisted with management of a nine-state, $18-million distance learning/interactive video equipment purchase program. He also provided staff support to the commission's Risk Management and Academic Course Scheduling Committees. Mr. Williams completed an undergraduate degree with honors in international relations from Michigan State University. He holds a master's degree in technology and public affairs from the University of Minnesota and is certified by the Project Management Institute as a Project Management Professional (PMP).

During this seminar we will be engaging in a detailed discussion of Professor Yong Zhao's book "Catching Up or Leading the Way: American Education in the Age of Globalization". Some additional resources are provided below. Fellows will read the book and be prepared to discuss the big ideas presented with Dr. Zhao. We are excited to be able to schedule a thorough discussion of the book facilitated by the author. The ideas presented will provide us with a 21st Century construct for our ongoing learning around educational policy and leadership.

Yong Zhao is a University Distinguished Professor at Michigan State University, where he also serves as the founding director of the Center for Teaching and Technology as well as the US-China Center for Research on Educational Excellence. He holds a BA from Sichuan International Studies University, an A.M and Ph.D. in Education from the University of Illinois at Urbana-Champaign. He joined the faculty at Michigan State University in 1996 after working at Willamette University, Hamilton College, and Colgate University as a specialist in technology and language education. He is a fellow of the International Academy of Education. Zhao ’s research interests include diffusion of innovations, teacher adoption of technology, computer-assisted language learning, globalization and education, and international and comparative education. Zhao has published extensively in these areas. His articles have appeared in American Educational Research Journal, Teachers College Record and other international scholarly journals. He has published seven books in China and the US. He has developed and managed numerous network-based learning environments and educational web sites. He received the 2003 Raymond B. Catell Early Career Award from the American Educational Research Association for his significant contribution to research in education. Zhao has extensive international experiences. He has consulted with government and educational agencies and spoken on educational issues in many countries including Chile, China, England, Ireland, Singapore, Thailand, and Vietnam. He is currently leading the Education Research Group of the Asia-Pacific Economic Cooperation (APEC) education network (EDNET). His current work focuses on the impact of globalization on education and the integration of Eastern and Western educational practices. Dr. Zhao serves on editorial boards for numerous scholarly journals, including Educational Researcher, theInternational Journal of Educational Technology, and the Journal of Language Learning and Technology.

Dr. Barbara Markle is Assistant Dean of K-12 Outreach in the College of Education at Michigan State University. In this capacity she develops and implements programs for classroom teachers, school administrators and policymakers that translate educational research to application in schools and settings where education policy decisions are made. Dr. Markle’s public school experience includes service as a high school teacher, counselor, junior high principal, senior high school associate principal and director of curriculum. She also served as Deputy Superintendent of Public Instruction in the Michigan Department of Education where she was responsible for Michigan’s education reform initiatives. She directs several state and federal grants, and has a deep interest in school reform issues centering on teacher leadership. Her Ph.D. is in educational administration from Michigan State University. She is the recipient of the 2003 National Leadership Award from the Institute for Educational Leadership, the 2006 Educational Leadership Award from the Michigan Elementary and Middle School Principals Association, and the 2007 Education Fellows Award from the Michigan Association of Intermediate School Administrators.
