This session is divided into three sections.  The first section will introduce the topic and provided an overview of stakeholder interviews. The second section will examine the current structure of school funding based on student seat time.  How students receive credit under this system will be discussed. The third section of this presentation will consider possible changes to this structure using rule changes, the legislative process, and/or the referendum process. Questions will be entertained throughout the presentations and time has been allotted for discussion at the end of the session.

Yong Zhao is a University Distinguished Professor at Michigan State University, where he also serves as the founding director of the Center for Teaching and Technology as well as the US-China Center for Research on Educational Excellence. He holds a BA from Sichuan International Studies University, an A.M and Ph.D. in Education from the University of Illinois at Urbana-Champaign. He joined the faculty at Michigan State University in 1996 after working at Willamette University, Hamilton College, and Colgate University as a specialist in technology and language education. He is a fellow of the International Academy of Education. Zhao ’s research interests include diffusion of innovations, teacher adoption of technology, computer-assisted language learning, globalization and education, and international and comparative education. Zhao has published extensively in these areas. His articles have appeared in American Educational Research Journal, Teachers College Record and other international scholarly journals. He has published seven books in China and the US. He has developed and managed numerous network-based learning environments and educational web sites. He received the 2003 Raymond B. Catell Early Career Award from the American Educational Research Association for his significant contribution to research in education. Zhao has extensive international experiences. He has consulted with government and educational agencies and spoken on educational issues in many countries including Chile, China, England, Ireland, Singapore, Thailand, and Vietnam. He is currently leading the Education Research Group of the Asia-Pacific Economic Cooperation (APEC) education network (EDNET). His current work focuses on the impact of globalization on education and the integration of Eastern and Western educational practices. Dr. Zhao serves on editorial boards for numerous scholarly journals, including Educational Researcher, theInternational Journal of Educational Technology, and the Journal of Language Learning and Technology.

MSU President’s Education Forums

The MSU President’s Education Forums were established in 1998 and are an outreach strategy to inform policy makers and education leaders about current education policy issues and to open discussion around research and best practice in specific education policy areas.  These annual forums are sponsored by Michigan State University President Lou Anna Simon and by the College of Education through the Office of K-12 Outreach.  These forums, which are by invitation only, are well attended by state legislators and their staff members, State Board of Education members, Michigan Department of Education staff, leaders of local and intermediate school districts and association representatives.  Each year the forums provide an opportunity for continuing conversations around critical national and state policy issues. Presentations are made by key MSU College of Education faculty and national authorities who address critical policy issues.  The Michigan EPFP's affiliation with the Education Policy Center at MSU and the Office of K-12 Outreach enables the EPFP Fellows to participate in these forums.  While attendance is encouraged, these forums are optional policy experiences for the Michigan EPFP Fellows.  A luncheon is provided and reservations are required.

A Vision for the University in Times of Economic Crisis

Dr. Lou Anna K. Simon is the 20th president of Michigan State University, leading the way to Advancing Knowledge and Transforming Lives. She served as provost and vice president for academic affairs from 1993-2004 and as interim president in 2003. Dr. Simon was appointed president by the MSU Board of Trustees in January 2005. President Simon has a distinguished history with MSU. After earning her doctorate in administration and higher education from MSU in 1974, she became a member of the MSU faculty and assistant director of the Office of Institutional Research (now the Office of Planning and Budgets). From there, she moved into a variety of administrative roles, including assistant provost for general academic administration during the 1980s and associate provost in the early 1990s.

Dr. Simon’s commitment to the land-grant tradition of applying education in many areas, particularly in economic development and globalization, has been demonstrated on a national level through her work as a member of the Council on Competitiveness and the Board of Directors for the National Association of State Universities and Land-Grant Colleges (NASULGC). Dr. Simon was appointed to the Governor’s Emergency Financial Advisory Panel and served as a member of the Lt. Governor’s Commission on Higher Education and Economic Growth (Cherry Commission). She is a member of the Michigan Strategic Economic Investment and Commercialization Board (SEIC), the Detroit Renaissance Board of Directors and, more locally, of Prima Civitas. Dr. Simon has served as a member of the American Council on Education (ACE) Commission on International Initiatives and the Executive Committee of the Partnership to Cut Hunger in Africa.

Michigan's Economic Outlook

Dr. David Arsen is a professor of Educational Administration in the College of Education at Michigan State University. A Michigan native, he received his B.A. in Economics from the University of Michigan and went on to earn his Ph.D. in Economics at the University of California, Berkeley. Throughout his career, Dr. Arsen has devoted his teaching and research to applied public policy analysis, with specialization in public finance and state and local economic development. He taught at Barnard College, Columbia University before returning to Michigan to take a position in MSU’s James Madison College where he led the development of the Political Economy program. Dr. Arsen joined MSU’s College of Education in 2001. His current research focuses on educational finance, school choice and education policy.

Dr. Charles Ballard is a Professor of Economics at Michigan State University. He has been on the faculty at MSU since 1983, when he received his Ph.D. from Stanford University. In 2007, he became Director of the State of the State Survey, in MSU’s Institute for Public Policy and Social Research. Much of Professor Ballard’s research involves analysis of public policies, including environmental policies, the Michigan tax system, and tax credits for health insurance. He has served as a consultant with the U.S. Departments of Agriculture, Health & Human Services, and Treasury, and with research institutes in Australia, Denmark, and Finland. His books include Michigan at the Millennium (2003), Real Economics for Real People (2004), and Michigan’s Economic Future (2006).

Education Stimulus: Staggering Opportunity, Monumental Challenge

Dr. Robert Floden is a University Distinguished Professor of teacher education, measurement and quantitative methods, educational psychology, and educational policy. He is associate dean for research, director of the Institute for Research on Teaching and Learning and co-director of Teachers for a New Era (TNE). He has studied teacher education and other influences on teaching and learning, including work on the cultures of teaching, on teacher development, on the character and effects of teacher education, and on how policy is linked to classroom practice. His current research examines teacher preparation and teachers’ mathematical knowledge for teaching. Dr. Floden received his Ph.D. from Stanford University and he is a member of the National Academy of Education.

The purpose of this session is to examine the Citizens Research Council's recent report "Michigan's Weakened Financial Position and the Problem of Dual Deficits." We will discuss the report's findings, its implications for state leaders and how Michigan's current fiscal condition will impact the FY 2010 budget process.

Craig Thiel works for the Citizens Research Council (CRC) of Michigan as the Director of State Affairs in its Lansing office. The CRC is a privately funded, not-for-profit public policy research organization that recently celebrated its 90th birthday. Craig joined the CRC in April of 2006 after working for 10 years for the House and Senate Fiscal Agencies to analyze and develop the annual state budget. Craig began his public service career with the United States Environmental Protection Agency in Chicago in 1991.

As the Director of State Affairs, Craig monitors the state budget, including annual spending decisions and monthly revenue collections. During his time with CRC, Craig has analyzed K-12 education finances, transportation policy, corrections policy, and state taxes. Craig helped lead CRC’s project to forecast the State of Michigan’s fiscal future based on its current spending and tax policies. He is currently working to examine issues that may face a constitutional convention, if one is called at the 2010 general election. Also, Craig is engaged in an effort to analyze corrections policy in other Great Lakes states with a focus on how Michigan compares to its neighbors. Craig holds a Bachelor of Arts degree in economics and political science from Kalamazoo College and a Masters in Public Administration degree from Wayne State University. He serves on various professional, non-profit, and local government boards/associations.

The Changing Role of Federal Education

The purpose of this session is to develop some insights into the changes that are likely to occur with the appointment of a new Secretary of Education under the Obama Administration. We will explore several policy issues that will be debated over the next several months including the reauthorization of the NCLB legislation. We will discuss the appointment of incoming Secretary of Education Arne Duncan and examine some anticipated changes for state education agencies and school districts.

Dr. Sharif Shakrani is a professor of measurement and quantitative methods and co-director of The Education Policy Center (EPC) at Michigan State University (MSU). His work with the EPC includes providing key audiences in the education policy system with access to timely, credible, non-partisan policy research and analysis. His research interests include analysis of the effects of national and states accountability systems on student achievement; use of research in setting educational policy; impact of national efforts to enhance student’s participation and achievements in mathematics, science, and technology education; and alignment of standards, assessment, and pedagogy. His areas of expertise include Assessment and Testing, Measurement and Testing, and Quantitative Research Methods. Before coming to MSU, Dr. Shakrani served eight years as the Deputy Executive Director of the National Assessment Governing Board in the U.S. Department of Education. He was responsible for technical and policy direction for the National Assessment of Educational Programs (NAEP). He has also worked for the National Center for Education Statistics in the U.S. Department of Education, where he guided the design of federal educational assessments. Prior to his work at the federal level, Sharif worked at the Michigan Department of Education, where he was responsible for K-12 general education curriculum assessment and was instrumental in revising the Michigan Educational Assessment Program (MEAP). He has provided technical advice in the area of large-scale assessment to the states of California, North Carolina, Florida, Louisiana, and Oregon. His Ph.D. is in educational measurement from MSU, where he also earned his M.A. in measurement and evaluation after earning his B.S. in mathematics.

Dr. Shakrani has worked extensively with the U.S. Congress and the U.S. Department of Education on several key testing, measurement and evaluation initiatives and he currently serves as a member of a study group to recommend changes to the NCLB Act. The purpose of the study is to query key groups at the state level about perceived strengths and weaknesses of the NCLB Act. The group has been studying problems encountered in fulfilling the Federal reporting requirements, issues of testing and assessment, reporting, and the Adequate Yearly Progress (AYP) procedures. Input from these studies will help inform policy makers in the process of the reauthorization of the NCLB Act. Dr. Shrakrani is currently serving as a member of the education policy transition team which is working on behalf of both the Bush Administration and the Obama Administration.

Michele Corey is the Director of Community Advocacy at Michigan's Children, a statewide nonprofit and child advocacy organization that works with lawmakers, business leaders and communities to make Michigan a place where all children have the opportunity to thrive. Michele provides intensive technical assistance and support to local community groups by developing local data, creating special reports, conducting training on advocacy skills and assisting with community forums and special events. She has created numerous opportunities for local advocates to become better informed about children’s issues and communicate effectively with local and state level policy makers. Most recently, she has been working with the C.S. Mott Foundation on a statewide initiative intended to build a system in Michigan that encourages more high school graduation through dropout prevention and recovery efforts. This work concentrates on producing multiple pathways to graduation by growing better data about students and the systems that serve them, providing better educational options for young people, and building public support for policy and practice that sustain those options.

During this seminar we will be engaging in a detailed discussion of Clayton M Christensen, Michael B. Horn and Curtis W. Johnson's Disrupting Class - How Disruptive Innovation Will Change the Way the World Learns. Some additional resources are provided below. Fellows will read the book and be prepared to discuss the big ideas presented by Christensen, Horn and Johnson. We are excited to be able to schedule a thorough discussion of Disrupting Class prior to the December 3 seminar sponsord by Michigan Virtual University. The ideas presented will provide us with a 21st Century construct for our ongoing learning around educational policy and leadership. In addition, we will be doing some prep work on developing Learning Teams that will be responsible for leading our learning after the first of the year. As part of your preparation for the Learning Teams, begin focusing on particular areas of interest around which small teams of 4 or 5 Fellows could do some in-depth learning and sharing. These areas could include current policies in the making that will impact education, studies of leadership issues in education, analysis of current policy issues in education, or other. On the 17th, you will have a chance to share your area(s) of interest for learning teams as we begin the process of selecting the final choices for the '08-'09 teams.
