The 2004 Michigan Education Policy Fellowship Program (EPFP) Alumni Reception will provide an opportunity for you to connect with colleagues from your EPFP program year and to meet others who have participated in the EPFP during its 29 years in Michigan. We encourage you to bring a guest to the reception who may be a candidate for the 2004-05 program. We invite you and your guest to join the Michigan EPFP coordinators, alumni, sponsors and friends of the program in celebrating another successful program year. Light hors d'oeuvres and a cash bar will be available.


The 2004 EPFP Alumni Reception is being hosted by the 2003-2004 EPFP Fellows.

EPFP Year End Wrap-up

Throughout the past year the Fellows have explored various aspects of the policy development process and gained insights about themselves in a leadership context. This session will provide an opportunity to reflect on these insights and the "lessons learned." This is the final seminar for the 2003-04 EPFP class and we will facilitate a year end wrap-up discussion and a formal program evaluation. The IEL Leadership Certificate will be awarded at the conclusion of the program.

A Virtual Learning Experience

This session will explore in depth the concept of virtual learning or e-learning. The participants will utilize several resources available through the Michigan Virtual University (MVU) including the Global Collaboration Center. The participants will experience an online learning exercise, examine an online course offered by MVU and learn how the Web and the Internet are transforming teaching and learning at all levels.

Director of Curriculum
Michigan Virtual High School

Barbara Fardell has worked for the Michigan Virtual University and Michigan Virtual High School since 2001. She currently serves as the Director of Curriculum and Manager of Teacher Training and Development. Her responsibilities include training Michigan teachers to utilize distance learning in the classroom and preparing them to be online instructors. She is currently coordinating the development of 60 new online courses that will be available in the spring and fall of 2004. Barbara has assisted Michigan schools with the implementation of MVHS courses and she has extensive experience as an online instructor. She taught the first courses offered by MVHS, which included online courses in Career Planning, Psychology, American Literature and Business Communication. She has served as an administrator of an alternative education program, a high school language arts teacher, a middle school English teacher, and a children’s librarian. She earned her BA in English Education and MA in Educational Technology and Instructional Design from Michigan State University.

Dr. Patrick Dickson

Dr. Patrick Dickson is a professor of educational psychology with interests in human development, multimedia learning environments, and cross-cultural research. His teaching and research activities focus on applying lifespan developmental perspectives to the design of new learning environments. He is also exploring how the Internet can be used to create links among students and teachers around the world, as well as links between schools and out-of-school settings, including homes and science museums. His areas of expertise include Asia, cross-cultural and international uses of technology, curriculum applications of technology, educational technology and planning, and the impact of technology on teaching and learning. Dr. Dickson is a former physics, chemistry, physical science and mathematics teacher in Atlanta. He previously served on the faculty at Stanford University and the University of Wisconsin. He earned his Ph.D. from Stanford University.

Principal Leadership in Urban Schools

This seminar is designed to highlight the characteristics, roles, challenges and rewards of being a principal in an urban school district.  It will also address ways in which districts can support and retain principals.  Further, we will take some time to brainstorm ways that we, as citizens and educators, can support principals in our communities and in our state.  Through the discussion of some research, a facilitated scenario and interactions with a panel of practitioners and expert resources, the participants will develop a deeper understanding of principal leadership in urban schools.

Resource Persons:

Dr. Ella Burton

Dr. Ella M. Burton is a tenured track faculty member at Eastern Michigan University.  She also teaches in the graduate programs for Masters, Specialist and Doctoral Degrees in Educational Leadership. She has experience as a field and clinical supervisor for Central Michigan University and in program evaluation and assessment from Wayne State University. She held the rank of Associate Professor of Education and Department Chair in the Teacher Education Department at Marygrove College where she was the director for the internationally recognized career changers program – The Marygrove Griots.

Prior to entering the field of higher education, Dr. Burton was a K-12 teacher, elementary principal, middle school principal and superintendent of three different K–12 school districts. She works as an education consultant and a development and training specialist with expertise in mentoring and developing aspiring and seated principals for K-12 school districts.  Most recently she was invited to participate in the State of Michigan, Department of Education Coaches Institute. Dr. Burton earned her Doctorate in Administration from Wayne State University, a Masters Degree in Special Education from Eastern Michigan University and a Bachelors Degree in Education from University of Michigan where she graduated with distinction and high honors.

Mrs. Alona Welch Donerson

Alona Welch Donerson received her undergraduate degree from Michigan State University and her graduate degree from University of Detroit. She is currently a Principal Coach for Wayne RESA. In this capacity, she provides technical support to three high priority schools in Detroit Public Schools. Alona has been an educator for 30 years, serving seven of those years as a principal. Her final assignment as principal was to provide leadership for two high priority schools, Barbara Jordan Elementary and Hampton Middle School. Her other administrative roles include assistant principal and administrative unit head at both the elementary and middle school levels. As a teacher, her positions included math specialist, computer literacy specialist, Title 1 Math Lab teacher, and mathematics teacher for grades 4-8.

Dr. Carlos Lopez

Dr. Carlos Lopez is the Divisional Director of Bilingual Education for the Detroit Public Schools.

Mr. J. Mark Rainey

Since 1990 Mark Rainey has worked with the Kalamazoo Regional Education Service Agency.  At Kalamazoo RESA, he has been the Director of the Regional Education Media Center, the Director of the Department of Teaching, Learning and Leadership, and he is currently the Executive Director of the Kalamazoo RESA Leadership Institute. From 1972-1990 Mark Rainey worked in Saginaw Public Schools where he held positions as an Art/Photography teacher, an elementary principal, and an assistant high school principal. He also worked as a Supervisor of Public Relations as well as a Supervisor of Professional Development and Instructional Technology.  Mark Rainey received his Bachelor of Fine Arts degree from University of Southern Mississippi, and he received his Master of Arts degree in Educational Administration from Central Michigan University.  He is now a Doctorate of Education Candidate at Western Michigan University. For six years, Mark Rainey has also been an Adjunct Faculty member in the Department of Teaching, Learning and Leadership at Western Michigan University.

Mr. Barry Rubin

Mr. Barry Rubin retired as an elementary school principal from the Pontiac School District in June, 2003 after 33 years as an educator in Pontiac, 15 as a teacher and 18 as a principal. At Alcott School in Pontiac, he worked with staff to create a school making improvements in step with William Glasser’s Choice Theory.  His school received an internal Pontiac grant for training the whole staff, and Alcott School also received a CSR Grant to work with the ATLAS Communities School Improvement Model. Mr. Rubin is presently involved in ABCS Coaches Institute, MDE/MSU training program for School Improvement Coaches. He is also a School Improvement Consultant for Oakland Schools now working with High Priority schools in both Oak Park and Pontiac. He is an Eastern Campus Facilitator for Transitional Principals Instructional Leadership Series, a joint MDE/Kalamazoo RESA Leadership Institute program for new and aspiring principals throughout the state.  Mr. Rubin taught an Educational Leadership class at Oakland University this past fall.

Sue C. Carnell is the Education Advisor to Governor Jennifer Granholm. Previously she was the Director of the Office of School Excellence in the Michigan Department of Education, which encompassed Curriculum, Early Childhood and Parenting Programs, School Health and School Improvement. Prior to this appointment, Sue served as the Director of Community Services in the areas of Adult Education, International Education, Public School Academies, Non-Public Schools/Home Schooling and Schools of Choice. At the local level she has been an elementary principal, assistant director of special education and a teacher at both the elementary and middle school levels.

How the Budget Impacts Policy Priorities and Goals
Nancy W. Duncan
Deputy State Budget Director
Department of Management and Budget

Nancy W. Duncan has served as the State of Michigan’s Deputy State Budget Director since February 1998.  In this capacity, she manages the Office of the State Budget, which includes responsibility for development and oversight of the state budget; the Office of Financial Management, which publishes the State of Michigan Comprehensive Annual Financial Report; and the Center for Educational Performance and Information, which collects and reports data about Michigan's K-12 public schools. Ms. Duncan began her career with the State of Michigan as a caseworker in the Family Independence Agency and continued to work there for 28 years in a variety of budget, finance, policy and evaluation positions.  Immediately before coming to the Office of the State Budget, Ms. Duncan was the Chief Financial Officer and Budget Officer for the Family Independence Agency. Ms. Duncan graduated Summa Cum Laude from Albion College.  She also attended Harvard University’s John F. Kennedy School of Government Program for Senior Executives in State and Local Government.

Role of the Legislative Service Bureau
John G. Strand
Legislative Council Administrator

Since January 2001, Mr. Strand, as the Legislative Council Administrator, has served as the ex-officio member of the Michigan Law Revision Commission.  The following agencies fall under his supervision:  Legislative Service Bureau, Legislative Council Facilities Agency, Joint Committee on Administrative Rules staff, Michigan Law Revision Commission, and the Commission on Uniform State Laws.  Mr. Strand also serves as a commissioner on the National Conference of Commissioners on Uniform State Laws. Prior to being appointed to the Legislative Council, Mr. Strand served as Chairman of the Michigan Public Service Commission since October 1993 and had been a Tribunal Judge for the Michigan Tax Tribunal from January 1993 to October 1993.  He had previously served six terms as a state legislator beginning in 1981, serving in a leadership position and as vice-chairman of the Insurance and the House Oversight Committees and as a member of the Taxation and Judiciary Committees. Mr. Strand is a member of the State Bar of Michigan.  He holds a B.A. from the University of Pittsburgh in Economics and Political Science in 1973 and a J.D. from Case Western Reserve University in 1976.
