The Learning Team has used the book CODE and Other Laws of Cyberspace by Lawrence Lessig (Basic Books, 1999) as an organizing framework to explore how technology trends impact our personal and professional lives. Drawing specifically on Chapter 7 "What Things Regulate" the team members and a panel of experts will explore four key constraints: Market Forces, Norms, Policy and Laws, and Architecture that provide a model of regulation. The design and development of the Michigan Virtual High School (MVHS) is used as a case study to explore these constraints in greater depth. Jamey Fitzpatrick has served as a catalyst for change and a champion of innovation in public education. As both an education and technology policy specialist, Mr. Fitzpatrick works with corporations, granting agencies and foundations to enhance MVU fund development activities and to guide educational policy development. Since joining MVU in 1998, Jamey has lead two major statewide initiatives. He planned, organized and lead the implementation of the largest teacher-based deployment of technology in the U.S. Known as the Teacher Technology Initiative (TTI), this $106 million program equipped nearly 90,000 Michigan K-12 educators with a personal computer, software, remote Internet access and Web-based professional development. Jamey has also led the initial design and development of the Michigan Virtual High School (MVHS) project. Since 2000, over 7,800 students have enrolled in online high school courses in Michigan schools.Another 55,000 students have taken advantage of one or more of the MVHS online tools. Jamey served as the director of technology for the Michigan Department of Education, where he was the lead architect of the state’s 1998 technology plan. Jamey also worked for Saginaw Intermediate School District as a REMC Director and in the private sector for Pitney Bowes Corporation. Mr. Fitzpatrick serves on the Board of Directors of Trustees for Olivet College in Olivet, Michigan.

Barbara Beckmeyer has been involved with the creation and delivery of online education since 1997 through the Virtual University, Michigan State University. Working with one of the nation’s first experimental models for developing methods of using technology to help facilitate learning proved to be addictive. The ongoing challenges continue as technology advances. Barbara teaches at Lansing Community College, and has been involved as an instructor with both K.L.I.C.K, (Kids learning in Computer Klubhouses), a Federally funded program through the Department of Education at MSU and the Dimensions program developed by the Ingham Intermediate School District Office of Talent Development. Barbara holds a Bachelor of Fine Arts degree and is working towards her Master’s degree in Digital Media Arts and Technology.

Patrick Dickson is a professor of educational psychology with interests in human development, multimedia learning environments, and cross-cultural research. His teaching and research activities focus on applying lifespan developmental perspectives to the design of new learning environments. He is also exploring how the Internet can be used to create links among students and teachers around the world, as well as links between schools and out-of-school settings, including homes and science museums. His areas of expertise include Asia, cross-cultural and international uses of technology, curriculum applications of technology, educational technology and planning, the impact of technology on teaching and learning.

Debra Overbey is one of the Michigan Virtual High School “cyberpioneers,” who began teaching Developing Web Pages in the first semester of MVHS. She has been active in promoting technology in education since introducing the first microcomputer to Stockbridge Community Schools in 1982. She is the Stockbridge High School Library/Media Specialist which involves administration of the media center as well as coordinating the school district’s Internet services, Web site maintenance, technology planning and professional developing, network and hardware maintenance and serving as the liaison for regional technology activity. She has also worked with Merit Network where she collected and reviewed technology-related Web sites for the Michigan Teachers Network site.

"Organizational Culture and How It Impacts Leadership and Change"

Larry, who works for the Michigan Department of Transportation, has had several careers in state government, all different, all challenging and all rewarding. Even though this was years ago, he can tell you how much fun it is to operate a multi-million dollar information technology operation in an environment where approval by a joint legislative committee is required for every purchase of equipment costing $25,000 or more. For the past few years, he has focused attention on helping the Michigan DOT (and others in state government) continually improve. Larry believes that improving quality is the way to improve government, to increase stakeholder satisfaction and to increase satisfaction of staff members. Improving quality requires focusing on what leaders do and how the entire organization must work together. Larry has no title, seeing that as "liberating" and leading to interesting reactions.

Every child has a caring and competent teacher by 2005-2006.

The success of the No Child Left Behind Act of 2001 will not come from Washington or the State of Michigan. The success of the legislation will be measured by the success of schoolchildren, and this will only come with good decisions, made one-by-one, at the local level. For this reason, society must  move beyond the letter of the law to understand what teacher quality really is and to critically consider how best to ensure caring and competent teachers for all students with special emphasis on the urban and rural situation.

Fellows will critically examine the vision of various organizations and how they believe they can affect the way we find, prepare, and retain high quality teachers in urban, rural and suburban districts. What is a Quality Teacher? How can we bring Quality Teachers to all children? How can local organizations recruit, train and retain high quality teachers? Can recent legislation or any of these groups significantly improve the knowledge and skills of teachers so that all children are provided a Quality Teacher?

Dr. Jacqueline Brayman currently works as Associate Director of Michigan Education Initiatives for The Ball Foundation. The Foundation's goal is to increase school districts' capacity to improve student learning, define the educational agenda and engage the community in the growth of all children. In her prior work she served as Assistant Superintendent for the Wyoming Public Schools, Director of Special Education for the Sparta Area Schools, Assistant Principal for the Kent Occupational High School, Teacher Consultant in the Wyoming Public Schools and a teacher in the Grand Rapids Public Schools. Jacqueline holds a Ed.D. from Western Michigan University in Educational Leadership, a M.A. in Special Education from Michigan State University, and a B.A. from Michigan State University in Fine Arts, Elementary and Special Education.

Cheryl L. Poole is currently the Consultant for Professional Development for the Michigan Department of Education. She taught high school art and humanities for 7 ½ years and worked for 9 years at one of Michigan's regional education service centers (ISDs) providing professional development for K-12 teachers and facilitating school improvement efforts at the local district level. Her work at the ISD was followed by 3 years as Director of Education Initiatives for ArtServe Michigan, a statewide arts organization.

Ms. Schwartz opens conversations about the National Board for Professional Teaching Standards and National Board Certification® with state and local policy makers across the country.  She joined the National Board as a teacher consultant in 1998, became a member of the NBPTS staff in 1999, and was appointed Director of State and Local Relations in December 2001. In her work, Ms. Schwartz directs an eighteen member staff, which works directly with state legislators, gubernatorial offices, and other state and local school district policymakers to encourage adoption of legislation and enactment of policies, which strengthen teaching and expand opportunities for teachers to seek National Board Certification. 

An independent, nonprofit, nonpartisan organization, which is governed by a 63-member board of directors, the majority of whom are classroom teachers, NBPTS was founded in 1987, and is dedicated to raising the level of teaching excellence throughout the United States. Currently, there are almost 24,000 National Board Certified Teachers nationwide.

Ms. Schwartz has over twenty-five years in education and public policy as a classroom teacher, local elected official, state association president, and deputy chief of staff to former Michigan Governor James J. Blanchard. She earned her bachelor’s degree in education and her master’s degree in business education from Central Michigan University. She completed additional graduate studies at Michigan State University. Ms. Schwartz has been married to her husband, Dennis, for 25 years and has a twelve year-old son.

Implications of No Child Left Behind: 
Opportunities & Challenges

This session will explore the implications, opportunities and challenges of the federal No Child Left Behind Act legislation. This interactive seminar will begin with some historical background and examine several key issues, including adequately yearly progress, assessment, the impact on urban schools, the positive effects of the legislation, and the impact on Michigan schools. The Fellows will explore their perceptions and possible communication strategies to impact local communities.

Paul Bielawski (EPFP 1983-84)

Michigan Department of Education

Paul Bielawski has background in educational policy, curriculum, school reform, history of education, and technology. He has degrees from Albion College and the University of Michigan. Paul has a career that spans almost 25 years with the Michigan Department of Education. He has worked with the curriculum, grants and bilingual units of the Department. His current title is Special Assistant for Underperforming Schools.  His responsibilities include accreditation, coordination of assistance to low performing schools, school improvement and school reform.  He has coordinated development of Michigan's accreditation school system in Education YES!  A Yardstick for Excellent Schools.

Dr. Ernie Bauer
Consultant for Research, Evaluation & Assessment 
Oakland Schools

Ernie Bauer is a Consultant for Research, Evaluation and Assessment at Oakland Schools in Waterford, Michigan. He has been in his current position since August 1974. He earned his Ph.D. in Educational Psychology with an emphasis in Applied Research from Kansas State University in 1974. He has spent most of his career helping educators get and use data that help them do their jobs better. He has also worked extensively with the media to help the public gain a better understanding of educational testing results. He has made over 70 presentations about testing and research at regional, state and national conferences.

Dr. Herbert S. Moyer
Member
Michigan State Board of Education
Dr. Herb Moyer has served in numerous leadership roles in Michigan's public school system. He has served as a teacher, school administrator and as Superintendent of the Bedford Schools. A resident of Temperance Michigan, he was elected to the State Board of Education in 1996. His term of office expires in January 2005. Dr. Moyer holds a BA from Western Michigan University, a MA from Columbia University and an Ed.D from Wayne State University.
