Teacher Quality

Every child has a caring and competent teacher by 2005-2006.

The success of the No Child Left Behind Act of 2001 will not come from Washington or the State of Michigan. The success of the legislation will be measured by the success of schoolchildren, and this will only come with good decisions, made one-by-one, at the local level. For this reason, society must  move beyond the letter of the law to understand what teacher quality really is and to critically consider how best to ensure caring and competent teachers for all students with special emphasis on the urban and rural situation.

Fellows will critically examine the vision of various organizations and how they believe they can affect the way we find, prepare, and retain high quality teachers in urban, rural and suburban districts. What is a Quality Teacher? How can we bring Quality Teachers to all children? How can local organizations recruit, train and retain high quality teachers? Can recent legislation or any of these groups significantly improve the knowledge and skills of teachers so that all children are provided a Quality Teacher?

Dr. Jacqueline Brayman
Associate Director
Ball Foundation

Dr. Jacqueline Brayman currently works as Associate Director of Michigan Education Initiatives for The Ball Foundation. The Foundation's goal is to increase school districts' capacity to improve student learning, define the educational agenda and engage the community in the growth of all children. In her prior work she served as Assistant Superintendent for the Wyoming Public Schools, Director of Special Education for the Sparta Area Schools, Assistant Principal for the Kent Occupational High School, Teacher Consultant in the Wyoming Public Schools and a teacher in the Grand Rapids Public Schools. Jacqueline holds a Ed.D. from Western Michigan University in Educational Leadership, a M.A. in Special Education from Michigan State University, and a B.A. from Michigan State University in Fine Arts, Elementary and Special Education.

Since 1999 Victor Marsh has managed a thriving consulting practice that includes the following client roster: Detroit Public Schools; Schools of the Twenty-First Century; Wayne County Government; Citadel Financial Services of Atlanta; WQBH Radio; M2I; MMIM; Julian C. Madison Foundation; LEAD PAC; Superior Consultant Holdings Corporation of Southfield, MI;  Region Two Area Agency on Aging (Hillsdale, Lenawee, and Jackson Counties); the Michigan Department of Community Health and The Department of Health & Human Services, Internal Revenue Service  and the National Organization of Black County Officials (a collaborative project in seven states). Mr. Marsh has more than 20 years experience in government relations, legislative lobbying, labor relations and human resources management, strategic planning, community advocacy and policy analysis. Previously he served as Director of Administration and Chief Operating Officer, Wayne County Government, Lobbyist, Detroit Board of Education, Personnel Bureau Chief, Detroit Police Department and Secretary of the Board Detroit Board of Water Commissioners. He earned a BA in Industrial and Labor Relations from the University of Michigan.

Consultant for Professional Development
Michigan Department of Education

Cheryl L. Poole is currently the Consultant for Professional Development for the Michigan Department of Education. She taught high school art and humanities for 7 ½ years and worked for 9 years at one of Michigan's regional education service centers (ISDs) providing professional development for K-12 teachers and facilitating school improvement efforts at the local district level. Her work at the ISD was followed by 3 years as Director of Education Initiatives for ArtServe Michigan, a statewide arts organization.

Ms. Schwartz opens conversations about the National Board for Professional Teaching Standards and National Board Certification® with state and local policy makers across the country.  She joined the National Board as a teacher consultant in 1998, became a member of the NBPTS staff in 1999, and was appointed Director of State and Local Relations in December 2001. In her work, Ms. Schwartz directs an eighteen member staff, which works directly with state legislators, gubernatorial offices, and other state and local school district policymakers to encourage adoption of legislation and enactment of policies, which strengthen teaching and expand opportunities for teachers to seek National Board Certification. 

An independent, nonprofit, nonpartisan organization, which is governed by a 63-member board of directors, the majority of whom are classroom teachers, NBPTS was founded in 1987, and is dedicated to raising the level of teaching excellence throughout the United States. Currently, there are almost 24,000 National Board Certified Teachers nationwide.

Ms. Schwartz has over twenty-five years in education and public policy as a classroom teacher, local elected official, state association president, and deputy chief of staff to former Michigan Governor James J. Blanchard. She earned her bachelor’s degree in education and her master’s degree in business education from Central Michigan University. She completed additional graduate studies at Michigan State University. Ms. Schwartz has been married to her husband, Dennis, for 25 years and has a twelve year-old son.
