Biographical Information

David Hollister began a teaching career in 1965 and after six years of public service as a county commissioner, he was elected to the position of State Representative from Lansing in 1974, serving until December 1993. He was elected Mayor of Lansing in November of 1993, and was re-elected to a second four-year term which began on January 1, 1998.

Bill Ballenger is a former Michigan state representative and state senator, an ex-state racing commissioner, and director of the Michigan Department of Licensing & Regulation. Mr. Ballenger also served as Deputy Assistant Secretary of the U.S. Department of Health, Education & Welfare in the administration of President Gerald R. Ford.

This session will examine how public policy is shaped from two perspectives: The Impact of Polling & The Role of Think Tanks. Participants will explore the role of think tanks and other organizations which work at the intersection of politics and policy. This session will examine how public policy is shaped by opinion polling, how organizations sample public opinion, and how business and political leaders use this information in the policy debate. Part of the discussion will focus on exit polling and explore how elections can be "called" prior to the polls closing.

Ed Sarpolus is credited with playing a major role in making EPIC x MRA the most quoted source of survey research in Michigan, as well as a regularly quoted source by national media outlets and publications, particularly on issues of international trade. Major clients include the Detroit Free Press with more than 600,000 daily readers, the Lansing State Journal, Oakland Press, the Flint Journal, as well as most television news outlets in Michigan, including WXYZ- ABC TV-7 in Detroit, ABC TV-12 in Flint, WOOD TV-8 in Grand Rapids, TV-5 in Saginaw, WLNS TV-6 in Lansing and WILX TV-10, also in Lansing. Election day exit polling conducted by EPIC x MRA is not only covered by print media clients, but television coverage of election day survey results covers more than three quarters of Michigan's viewing audience.

Other EPIC x MRA research on major topics of public interest, as well as election polling results, are regularly covered not only by Michigan media outlets, but also by national outlets. Sarpolus has appeared as a commentator on PBS, CNN World News, Inside Politics-CNN, MSNBC, Nightline, ABC and NBC News. Sarpolus has also been regularly interviewed by Michigan radio stations and NPR, quoted in most major national publications including Time, U.S. News and World Report, Business Week, the Washington Post, New York Times, Boston Globe and the National Journal. EPIC x MRA research results and commentary by Sarpolus has also been a regular contributor to the Polling Report, The Hotline, and Congress Daily. Finally, because his extensive experience on trade issues, Sarpolus has been a featured speaker for groups such as the Council on Foreign Relations and Consumers for World Trade.

Joseph Overton is Senior Vice President of the Mackinac Center for Public Policy, an independent, non-profit research and educational organization located in Midland, Michigan. At the Center, Mr. Overton directs research projects, staff operations, and strategic planning. He has also written a variety of Center studies and commentaries.

Mr. Overton holds a Bachelor of Science degree in Electrical Engineering from Michigan Technological University and a Juris Doctor degree from the Thomas M. Cooley Law School. He is a member of the State Bar of Michigan, and was appointed by Governor John Engler to the Michigan Appellate Defender Commission upon recommendation by the Michigan Supreme Court. He currently serves a term expiring in 2003.

Before joining the Mackinac Center, Mr. Overton held a variety of positions at The Dow Chemical Company, including Electrical Engineer, Project Manager, and Quality Specialist. Mr. Overton has been involved in studying and promoting free market principles for over a decade. His work has taken him to Poland, Nicaragua, the People's Republic of China, Singapore, Malaysia, Indonesia, Colombia, Malawi, Mozambique, Greece, Italy, Slovenia and Croatia.

This session will examine the role of the Michigan Virtual University (MVU) and explore policy perspectives on learning in the 21st Century. Fellows will discuss emerging strategies for distance education and have the opportunity to use a form of distributed learning technology.

David Spencer

Michigan Virtual University

An educator and technology buff, David Spencer is president and CEO of the Michigan Virtual University, a private, not-for-profit corporation founded in 1998 by Governor John Engler. Dr. Spencer and the MVU are charged with meeting the specific workforce development education and training needs of Michigan's primary business sectors through the innovative use of distributed learning technologies.

Dr. Spencer is the former president and CEO of Walsh College of Accountancy and Business Administration in Troy, Michigan. Under his leadership, Walsh College developed a new master's degree in business administration, a master's in information management and communication, and multi-level courses in interactive marketing, all of which incorporate information technology into the curricula. Dr. Spencer also opened two suburban Detroit extension centers, launched a $6.1 million capital campaign, and expanded its corporate training and business alliances throughout Southeast Michigan.

Dr. Spencer began his career as a Michigan public school teacher and later served as a chief administrative assistant in the Michigan senate, working as an aide to the Senate Appropriations Committee on Higher Education and the Computer/Technology Committee.

He serves on the governing boards of the Cranbrook Institute of Science, National Association of Independent Colleges and Universities Task Force on Distance Learning, and Midwest Higher Education Commission Task Force on Distance Education.

Previously, he chaired the Oakland County Cable Communications Corporation, Business Enterprise Development Center in Oakland County, and Troy Chamber of Commerce. He also served on the boards of the International Center for Canadian-American Trade, Oakland County Local Development Corporation, WJBK-TV Editorial Advisory Board, Junior Achievement of Southeast Michigan, and Henry Ford Health System-Northeast.

Jamey Fitzpatrick (EPFP 90-91)

Michigan Virtual University

Jamey Fitzpatrick joined the Michigan Virtual University in 1998 as vice president of development and education policy. He works with corporations, granting agencies and foundations to enhance MVU fund development to help advance workforce development through distributed learning. Most recently, Fitzpatrick garnered a $750,000 Ameritech grant to MVU to support the launch of the Virtual Information Technology College.

In addition to fund development, Fitzpatrick also works with schools, colleges, universities and policy leaders in forming Web-based learning strategies.

Both an education and technology specialist, Fitzpatrick has practical experience in promoting the use of technology in education. Previously the director of data and technology services for the Michigan Department of Education, Fitzpatrick was the lead architect of the state's 1998 technology plan, adopted unanimously by the State Board of Education. He also has served as director of technology and media services for the Saginaw Intermediate School District and as a marketing specialist for the Pitney Bowes Corporation.

In 1995, Fitzpatrick was appointed by Governor John Engler to the Michigan Information Network advisory board, which examined statewide connectivity for the state's entire education system. He now serves on the boards of Olivet College in Olivet, Michigan, and the Michigan Information Technology Network.

Fitzpatrick earned a bachelor's in business administration from Olivet College and participated in the Education Policy Fellowship Program sponsored by the Institute for Educational Leadership in Washington, D.C.

School Choice Policies & Charter Schools

Researchers at Michigan State University recently released a report which assesses the impact of charter schools and school choice policies, examines how schools and districts have responded to these challenges, and sets out recommendations for making the emerging school "market" work more effectively. The report provides another opportunity for the Fellows to study the dynamics of the policy process and its outcomes.

Mary Kay Shields (EPFP 86-87)
Charter School Development and Performance Institute
Central Michigan University

Mary Kay Shields is the Director of the Charter School Development and Performance Institute at Central Michigan University. Central Michigan University is Michigan's largest charter school authorizer, having licensed 59 of the state's 173 operating charter schools. Established in 1892, Central Michigan University has built an enviable national reputation as a leader in educational reform through its work with traditional and charter public schools.

Ms. Shields formerly served as a Special Advisor in the Governor's Office where she established and implemented a strategic plan involving public and special interest groups, a broad cross section of leaders drawn from business and industry, interested parents, and various public agencies to ensure the development, support and sustainability of charter schools.

Ms. Shields has long distinguished herself as a leader in educational reform, particularly through legislative policy and school finance reform. She began her public career almost two decades ago as a Legislative Analyst for the Michigan House of Representatives, and a Fiscal Analyst for both chambers of Michigan's bicameral Legislature but has worked in education throughout her professional life, beginning her educational career as a Special Education Teacher.She has been a gubernatorial appointee to various statewide commissions and task forces.

Mary Kay Shields and her husband, Tom, have two children in public schools, Kristin and Tim. The Shields family is active in a wide variety of community, church, recreational, and humanitarian activities.

Matthew J. Brouillette (EPFP 99-00)

Matthew J. Brouillette is the Director of Education Policy at the Mackinac Center for Public Policy.

Mr. Brouillette is the author of numerous articles, opinion-editorials, and studies related to education reform in Michigan. He also serves as Managing Editor of Michigan Education Report, a quarterly journal focused on K-12 education issues in the state of Michigan. Matthew frequently appears in many of Michigan's major newspapers and on talk radio and television programs across the state.

As a former middle and high school history teacher, Matthew brings practical experience on the front lines of the education field to the public policy arena. He received his undergraduate degree from Cornell College and has earned two post-graduate degrees in education and history from Azusa Pacific University and the University of San Diego. Mr. Brouillette is currently an adjunct lecturer in United States history at Saginaw Valley State University.

The Institute for Educational Leadership's theme for state sites this year is "Children, Youth and Poverty." Within this topical construct, applications of policy frameworks will be applied during this seminar, using a current policy dilemma in Michigan.

In addition, the seminar will present a unique opportunity to engage in substantive discussion with Representatives Pan Godchaux (R) and Lynne Martinez (D), both members of the Michigan House of Representatives Children's Caucus, and Dorothy Beardmore (R), President of the State Board of Education, and Sharon Gire (D), newly elected member of the State Board and former Chair of the House Education Committee.

The Seminar will be presented in two segments, the first a case study, and the second a forum. Throughout the seminar, opportunities for interaction will be facilitated.

Larry Schweinhart is an early childhood program researcher and speaker for policy makers, educators and advocates throughout the United States and in other countries. He has conducted research at the High/Scope Educational Research Foundation in Ypsilanti, Michigan, since 1975 and has chaired its research division since 1989. He currently directs the following projects:

  • High/Scope's Head Start Quality Research Center, a five-year effort to assess the quality and effectiveness of Head Start, with an emphasis on the contribution of staff development activities.
  • The state evaluation of the Michigan School Readiness Program for at-risk four-year-olds and an evaluation workshop series around the state.
  • The Program Recognition Project, which identified and publicized ten early childhood programs across the country that excel in quality, staff compensation, and affordability to parents.
  • The development and validation of the High/Scope Child Observation Record as a developmentally appropriate method for assessing young children's development from infancy through elementary school. He has also assisted with the IEA Preprimary Project, a 15-nation study of the prevalence, quality, and effectiveness of various settings for four-year-olds.

Dr. Schweinhart is the lead researcher on the High/Scope Perry Preschool Study - the landmark study establishing the extraordinary human and financial potential of high-quality early childhood programs; and the High/Scope Preschool Curriculum Comparison Study - which provides persuasive evidence that child-initiated learning activities are central to high-quality early childhood programs. These studies will soon be collecting data from their original preschool participants in midlife, at ages 33 to 40.

Dr. Schweinhart recently completed a four-year term on the Governing Board of the National Association for the Education of Young Children, during which he chaired the panel on quality, compensation, and affordability. For the eight years before that, he served as public policy co-chair for the Michigan Association for the Education of Young Children and today serves as its public policy chair. He received his Ph.D. in Education from Indiana University in 1975. He has taught fourth and seventh grades as well as graduate and undergraduate college courses. He and his wife have two children who are now young adults.

Dorothy Beardmore

Dorothy Beardmore has been a member of the State Board of Education in Michigan since 1985. She is the current President of the Board. She served eight years on the Rochester Board of Education (1967-75) and ten years on the Board of Education of Oakland Schools (1974-84). She earned an A.B. Degree from Cornell University, Ithaca, New York.

She has promoted educational reform throughout her time on the State Board, beginning with new teacher certification rules in 1985, requiring focused, relevant professional development for teachers to warrant re-certification at five-year intervals. She chaired a National Association of State Boards of Education (NASBE) study, "Rethinking Curriculum: A Call for Fundamental Reform:" (1988) and in 1989 focused on "Today's Children, Tomorrow's Survival: A Call to Restructure Schools." These experiences and reports became partial basis for Michigan's education reform and influenced development of Public Act 25 of 1990.

From 1995-97 she chaired the NASBE/CDC (U.S. Centers for Disease Control and Prevention) "Healthy Schools Network," a fifteen state inter-agency coalition to promote health for school age children and their families. She still chairs Michigan's "Healthy Schools Network" team.

In 1995 and 1996, she was a member of a NASBE study on "State Governance Systems for Education," and in 1999 chairs a NASBE study on "Confronting Social Issues: The Role of Schools."

By gubernatorial appointment, she is one of Michigan's representatives to the Midwestern Higher Education Commission, a consortium of ten Midwestern states and their public and independent post-secondary institutions. She is an appointed "Delegate At Large" of the Southeast Michigan Council of Governments (SEMCOG), a coalition of the seven counties of Southeast Michigan.

Among the honors she has received are: Rotary International Paul Harris Fellow; Oakland-Macomb Center for Independent Living "Spirit of Independence Award"; "Educational Leadership Award" from Michigan Elementary and Middle School Principals Association (MEMSPA); Oakland County School Boards' Association "Salute"; Comprehensive School Health Coordinators "Healthy Children Award"; "Distinguished Service to Education Award" from Michigan School Public Relations Association, and induction into the "Michigan Education Hall of Fame."

Mrs. Sharon Gire was elected to the State Board of Education in 1998. She currently serves as the State Board's delegate to the National Association of State Boards of Education (NASBE).

Prior to her election to the State Board of Education, Mrs. Gire served as an elected representative in the Michigan legislature from 1987-1998, serving on multiple committees including the Human Services and Education Committees, ultimately serving as Chair of the House Education Committee.

She also served as an elected County Commissioner in Macomb County prior to her election to the Michigan Legislature. Her interests have always been focused on issues impacting children and youth.

Mrs. Gire earned a B.S. in Education from the Ohio State University and an M.S.W. from Wayne State University. She has worked with the YWCA at the county and national level, Big Brothers/Big Sisters of Macomb County, and the Interfaith Center for Racial Justice in Macomb County.

Establishing a Policy Framework

This session will focus on concepts and strategies for creating a policy framework. Fellows will explore both the practical and theoretical aspects of how public policy is developed and implemented. Policy issues of current concern to Michigan citizens will also be examined.


Session A Resource Person: Mayor David Hollister

Following a teaching career which began in 1965 and after six years of public service as a county commissioner, David Hollister was elected to the position of State Representative from Lansing's 57th District (now the 69th District) in 1974 and served until December 1993. He was elected Mayor of Lansing in November of 1993, and began serving a four-year term on January 1, 1994.

As a State Legislator, Mr. Hollister served as a member of the House Appropriations Committee where he co-chaired the Subcommittees on Social Services and Mental Health. In addition, he served on the Appropriation Subcommittees of Public Health, School Aid/Department of Education, and Transportation. Mr. Hollister also was a member of the Task Force for Investment Budgeting and Michigan's Future, and chaired the Job Academy Subcommittee of this Task Force.

In his legislative role, Mr. Hollister was active in working on public health issues concerning indigent health care, AIDS, long-term care, certificate-of-need and cost containment for hospitals and nursing homes, organ transplantation, toxic waste, infant mortality, substance abuse, domestic violence, emergency shelter and food. In the area of social services, Mr. Hollister played a key role in the Michigan Legislature on issues such as child care, homelessness, energy assistance and weatherization programs for low income and public assistance recipients, and employment and training programs for welfare recipients. In the area of mental health, he was a leader and advocate in the shift from institutional to community care.

Mayor Hollister has been invited to speak to the Michigan EPFP Fellows for the past 12 years and is consistently rated as one of our most popular and important policy resources.

Session B: Resource Persons: Coordinators and Fellows

Policy Perspectives: An overview and discussion of the concepts which underly three models of policy development. Fellows will be asked to evaluate these models in terms of their own policy experiences and identify current policy issues which support these perspectives.
