Developing a Personal Mission Statement

& Year End Wrap-up

Throughout the past year the Fellows have gained insights about themselves in a leadership context. This session will provide an opportunity to reflect on these insights and "lessons learned" through the development of a personal mission statement as a leadership strategy. This is the final seminar for the 1998-99 EPFP class, and we will facilitate a year end wrap-up discussion and a formal program evaluation.


Session A Resource Person: Dr. Stephen S. Kaagan skaagan@pilot.msu.edu

Stephen S. Kaagan has served since 1991 as Professor in the College of Education at Michigan State University. Previously he was a chief education officer (Vermont Education Commissioner, 1982-1988), academic head of a higher education institution (Provost, Pratt Institute, 1977-1982), and chief executive of a non-profit educational organization (President, Hurricane Island Outward Bound, 1989-1991). He has been a classroom teacher (Arlington, Massachusetts and Canberra, Australia) and has taught organization development and educational policy at Pratt Institute, Rutgers University and the University of Southern Maine.

Mr. Kaagan has a master's and doctorate from Harvard University and a bachelor's from Williams College, as well as honorary doctorates from Williams College and Green Mountain College.

He has consulted on team leadership development, strategic planning and organization development with government, business and non-profit organizations, and has written extensively on leadership, accountability of public organizations and the essential role of the arts in education.

University Press of America published his first book entitled Leadership Lessons: From a Life of Character and Purpose in Public Affairs in 1996. Sage Publications has just issued his second, Leadership Games: Experiential Learning for Organizational Development.

Nurture, Peer Pressure & Networking

Judith Rich Harris' book The Nurture Assumption has sparked a lively debate among experts in child development on the role which parents and peers play in socializing childern. In addition to discussing this revolutionary book, part of the presentation will examine how public discourse is accelerated and possibly enhanced by technology, for which the Nurture Assumption debate is but one example. The Fellows will also explore their own peer networks and assess their potential.


Session A: The Nurture Assumption
Resource Person: Dr. Patrick Dickson

Patrick Dickson is a Professor of Educational Psychology in the College of Education at Michigan State University and Director of the Technology Exploration Center. He combines interests in human development, multimedia learning environments, and cross-cultural research. His teaching and research activities focus on applying lifespan developmental perspectives to the design of new learning environments. Through his work on technology advisory committees at the university, state and public school levels, he is engaged in the challenge of integrating rapidly evolving new technologies into schools, universities, and teacher education. He earned his Ph.D., at Stanford University.

He has taught in the MSU Graduate Studies in Education Overseas summer programs in Bangkok and Valbonne. He has also taught short courses on portfolios and assessment or technology at many international schools throughout Asia.

He is the Director of the Michigan State University Technology Exploration Center which opened in January 1995. This innovative center embodies key design principles aimed at providing a socially inviting and intellectually stimulating environment for learning about technology in education. http://www.educ.msu.edu/TEC/

During the past year he has been the director of the LETSNet Project, funded by a $500,000 grant from Ameritech, to create resources on the World Wide Web to support teachers learning to use the Web in K-12 education. http://commtechlab.msu.edu/sites/letsnet/

As a part of another research team with Carrie Heeter and David Stewart he has helped develop an award-winning CD-ROM Personal Communicator with American Sign Language in QuickTime on a PowerBook. http://commtechlab.msu.edu/CTLprojects/perscomm/

He is also a participant in an NSF grant to the Center for Microbial Ecology aimed at developing educational resources on the World Wide Web and CD-ROM to make work of the Center accessible to K-12, higher education and the public. He has three children, ages 13, 18, and 20. He has observed his own children's uses of the computer and other technology since his first child began playing with his Apple II computer when he was only 3 years old. (Andrew began study at Stanford University this fall in computer science.) His children and technology have become better, faster and more powerful with each passing year. He, unfortunately, seems to have remained about the same.

This session will examine how public policy is shaped from two perspectives: The Role of Think Tanks and The Power of Polling & Survey Research. Participants will explore the role of think tanks and other organizations which work at the intersection of politics and policy. We will also discuss the impact of survey research and public opinion polling on the policymaking process, and how organizations sample public opinion and how business and political leaders use this information in the policy debate.

Shaping and Building Communities

This session will explore the role of community involvement as an essential component of educational reform, and the diverse stakeholders who are participating in this process. We will also examine the topic of building and sustaining electronic communities through the use of computers, video and telecommunications networks.

Deputy Superintendent for Instruction
Lansing School District

Dr. Ray-Taylor has served as the Deputy Superintendent for Instruciton of the Lansing School District since 1995. In this capacity she is responsible for the administration, supervision, and operational management of all K-12 instructional programs as well as the Adult Education programs. Prior to this assignment she has carried out the duties of the Director of State & Federal Programs as well as Legislative Lobbyist for the district, having joined the Lansing School District in 1974.

She holds a Bachelor of Arts Degree in Social Science and English, a Master of Arts degree in Educational Psychology with a specialty in measurement and evaluation, and a Ph.D. in Educational Psychology with a specialty in learning and cognition, each from Michigan State University. She was a 1979 Fellow with the Institute for Educational Leadership and also received a fellowship through the American Educational Research Association. In 1992 she received the MSU College of Education Award for outstanding academic achievement.

Establishing a Policy Framework

This session will focus on creating a policy framework. Fellows will explore both the practical and theoretical aspects of how public policy is developed and implemented. Policy issues of current concern to Michigan citizens will also be examined.

Session A Resource Person: Mayor David Hollister

Following a teaching career which began in 1965 and after six years of public service as a county commissioner, David Hollister was elected to the position of State Representative from Lansing's 57th District (now the 69th District) in 1974 and served until December 1993. He was elected Mayor of Lansing in November of 1993, and began serving a four-year term on January 1, 1994.

As a State Legislator, Mr. Hollister served as a member of the House Appropriations Committee where he co-chaired the Subcommittees on Social Services and Mental Health. In addition, he served on the Appropriation Subcommittees of Public Health, School Aid/Department of Education, and Transportation. Mr. Hollister also was a member of the Task Force for Investment Budgeting and Michigan's Future, and chaired the Job Academy Subcommittee of this Task Force.

In his legislative role, Mr. Hollister was active in working on public health issues concerning indigent health care, AIDS, long-term care, certificate-of-need and cost containment for hospitals and nursing homes, organ transplantation, toxic waste, infant mortality, substance abuse, domestic violence, emergency shelter and food. In the area of social services, Mr. Hollister played a key role in the Michigan Legislature on issues such as child care, homelessness, energy assistance and weatherization programs for low income and public assistance recipients, and employment and training programs for welfare recipients. In the area of mental health, he was a leader and advocate in the shift from institutional to community care.

Session B: Policy Perspectives: Michigan in Brief: 1998-99

Public Sector Consultants, Inc. prepared and published Michigan in Brief: 1998-99, which provides useful information about Michigan and an objective look at 65 public policy topics of current concern to Michigan residents and their elected representatives.

Dr. David Plank

David Plank is a professor of educational administration specializing in
the areas of educational policy and educational finance. He has conducted
research and served as a consultant in these areas in the United States,
Africa, and Latin America. His current research interests concern the
relationshiip between democratic governance and policy change in
educational systems. He is co-Primary Investigator on a study of competing
reform strategies that focuses on charter schools and professional
development schools in Michigan.

Fellows experience assessments to identify personal preferences and styles, simulations and experiential activities to examine how different styles and behaviors conflict with individual and organizational goals. Session A Resource Person: Ben Perez

Argelio B. Perez is a consultant affiliated with a number of private and public organizations including University Associates Consulting and Training Services and the Institute for Educational Leadership. He has a diverse background in public administration with substantial experience in supervision, fiscal management, legislation/regulatory monitoring, staff development, planning and reorganization. He is also principal of Transformations, a Lansing-based consulting firm, specializing in leadership development, organizational change, team-building and facilitation.

Ben has been a senior executive in urban school districts (Detroit and Lansing), city government (Lansing), and state government (Michigan Department of Education) for thirty years. He is affiliated with the Institute for Educational leadership as a senior consultant in Leadership programs and Governance and has served, for the past 19 years, as Coordinator of the Michigan EPFP.

He earned a B.A. in education from Justin Morrill College, Michigan State University, and a M.A. in Classroom Teaching from the College of Education, Michigan State University. In 1991, he was awarded the Institute for Educational Leadership's National Leadership Award.

Session B Resource Person: Ms. Jan Urban-Lurain (EPFP 84-85)
President, Spectra Data and Research, Inc.,

Jan Urban-Lurain, President, Spectra Data and Research, Inc. is a practical innovator, group facilitator, and organizational consultant. Her fifteen years in state government included experiences as the Deputy Director of the Governor's Office for Job Training and chairperson of the Cabinet Council on Human INvestment. Since 1991, she has focused on building individual, organization and community capacity to successfully implement systems reform and complex change. Jan has a B.A. in Social Work and a Masters in Public Administration.
